Tajikistan Suspends Business Inspections Until 2029, but Tax Audits Are Exempt

SHARE

Tajikistan has introduced a moratorium on inspections of small and medium-sized businesses until January 1, 2029. However, inspections conducted by tax authorities are explicitly exempt from the restriction. The exception is set out in Presidential Decree No. 1237, signed by Emomali Rahmon on October 28, 2026.

The decree was published by the state news agency Khovar on October 28. The government has been instructed to submit an appropriate regulatory legal act within one month to implement the decree.

The moratorium could reduce the number of visits by government inspectors to businesses. However, it would be inaccurate to describe the measure as a complete ban on state inspections. Tax inspections are explicitly excluded, while the detailed procedures for implementing the moratorium are expected to be established in a subsequent legal act.

For business owners, the key question will be whether the measure produces tangible results. Will repeated inspections become less frequent, and will entrepreneurs have an effective way to challenge unjustified inspections? The announcement of a moratorium alone does not answer these questions.

The brief presidential decree provides no statistics on unjustified inspections or evidence concerning the effectiveness of previous moratoriums. The source also contains no independent assessment from representatives of the business community.
